Development areas (including structure plans)
The City of Fremantle has 15 development areas (see Schedule 11 of Local Planning Scheme No 4). Development areas are large parcels of land capable of substantial redevelopment, however the redevelopment needs to be coordinated with service and infrastructure delivery. Therefore, each development area requires a structure plan or detailed area plan to be adopted by council to guide subdivision, land use and development prior to development taking place on the site.
Structure plans are usually proposed by the owner of the land and lodged with the City. Once initiated by the City of Fremantle Council the structure plan is advertised for public comment. The plan and submissions then go back to council for consideration. Depending on what is proposed the City of Fremantle Council or Western Australian Planning Commission (WAPC) endorse the structure plan.

The public comment period for this amendment recently closed. It is anticipated a report for final adoption of the amendment will go before council in May 2013. Following final adoption by council the amendment will be forwarded to WAPC for determination.
