Subdivision amalgamation and strata information
The Western Australian Planning Commission (WAPC) is responsible for approving all subdivision applications in Western Australia. The WAPC has introduced a standard plan process for strata, freehold and survey strata subdivisions.

Subdivision clearance request
Before your subdivision can be endorsed by the Western Australian Planning Commission, you will need to apply to the City for a subdivision clearance.
You will need to complete a subdivision clearance request form and submit the required fee to the City of Fremantle. The City will inspect the property and ensure the conditions set out by the Western Australian Planning Commission have been met.
Crossovers
A crossover or vehicle crossing is the concrete area between the road and the driveway on your property.
Where a crossover has not been constructed for practical reasons, and is a condition of subdivision clearance, you will be required to pay a $1 600 crossover bond to the City of Fremantle.

Design guidelines for kerb in new subdivision roads
When developers propose to construct concrete kerb in new subdivision roads, they must design and construct the kerb to accommodate the intended traffic loading, including building construction vehicles. The concrete kerb of all profiles provided shall comply with the following guidelines:
- reinforced with 3 R16 reinforcing steel bars having a minimum bottom cover of 25 mm
- the construction or expansion joints shall be spaced no more than 1.5 m apart
- concrete strength shall be at least 32MPA at 7 days.
