Payment options

The City  offers property owners the ability to pay their rating assessment either in full of via four instalments at its offices or agencies by the due dates stated below.:

Full payment

Where full payment is met by 3.00 pm on the first due date stated below then there will be no additional interest or fees payable.

Payment by instalment

Where the instalment option is elected, interest of 5.5% and $10.00 per instalment after the first instalment will be payable. The total cost of the instalment option will be show on the  annual rates notice.

To elect to pay by instalment will require payment of all arrears, interest accrued and the first instalment by 3.00 pm on the first due date stated below. Reminder notices, will be issued prior to the due date of each instalment.

Any overdue instalment will be  subject to penalty interest. If two or more instalments remain unpaid, then the City may cancel this facility without refund of any instalment fee or interest. If cancellation occurs, then any remaining rates, levies and service charges will be classified as overdue.

Due dates:
Full payment or first instalment: 16 September 2011
Second instalment: 16 November 2011
Third instalment: 16 January 2012
Fourth and final instalment: 16 March 2012

Overdue rates and arrears

Overdue rates

Are rating balances for the current financial period that are not eligible for a concession or deferral that are not paid in full by the due date or where the first instalment is not received by the first due date or where any instalments remain unpaid.

Rate Arrears

Are any unpaid rating balances from previous financial periods for which there is no entitlement to defer. In accordance with Section 6.64 of the Local Government Act 1995, the City may where a rating balance remains unpaid for a period of 3 years or more, (a) From time to time lease the land (b) Sell the land (c) Cause the land to be transferred to the Crown or (d) Cause the land to be transferred to itself. All overdue/arrears rating balances are subject to accrual of penalty interest and legal recovery proceedings. All property owners are jointly and severally liable for overdue/arrears rating balances and legal recovery costs. All recovery costs plus a $44.00 (GST Inclusive) debt referral fee will be charged to the property and along with the overdue/arrears rating balance, be payable in full before cessation of legal recovery proceedings.

Note: The City is not obligated or responsible to remove any detrimental notation from a property owner/s Australian credit rating record where legal recovery proceedings are instigated.

Payment arrangements

If you are experiencing difficulties in paying your overdue rates and/or arrears, you must send a written clearance proposal to the City, prior to any due date, for consideration.

Any payment arrangement approved by the City will be subject to an overdue rate payment arrangement fee of $22 (GST inclusive) and penalty interest.

Penalty interest

A penalty interest rate of 11% pa will accrue on any overdue instalments, overdue rates and or arrears and will receive clearance preference from payments received.
