The City of Fremantle's roles and responsibilities of local government include infrastructure and property services which includes local roads, footpaths, and drainage.
Roads
Road management in Western Australia is governed by the following relevant legislation:
- The Commissioner of Main Roads has responsibilities for roads in Western Australia as set out in the Main Roads Act 1930 and the Road Traffic Act 1974 (including the Road Traffic Code 2000).
- Local Governments have responsibilities for roads as defined in the Local Government Act 1995.

I will be doing some construction work and will need to place bins/cranes/cherrypickers/building materials/equipment/vehicles on the road reserve for a short period of time. What permits do I need?
Any short term obstruction of the road reserve (i.e bins, cranes/cherrypickers, building materials/equipment or vehicles), requires permission from the City of Fremantle by completing the obstruction application form. A traffic/pedestrian management plan from an accredited traffic consultant will need to be included with the application. A $55.00 fee is required to be paid upon application. For long term hoarding of materials or equipment, safety fencing, scaffolding or gantry obstructions, you will need to complete the application hoarding form and submitted to the city. A fee of $1 per square metre per month, and a verge bond of $1600 is required. Once works are completed, a verge bond refund and works within the road reserve form can be submitted for the refund, pending the verge/crossover is not damaged. I need to put a cherrypicker/erect scaffold/ put a skip bin on the verge/parking bay/footpath.
You will need to complete an obstruction application form for permission to obstruct the verge. A $55.00 fee is required to be paid upon application. If you are in the city and need to obstruct a parking bay, you will also need book and pay for hood hire through the City of Fremantle parking services. How do I apply for a road closure?
For road works, you will need to complete an obstruction application form with with a Traffic Management Plan by an accredited traffic consultant in accordance with the Australian Standard 1742.3 and Main Roads WA Traffic Management Code of Practice. For street events and street parties, contact our events coordinator to discuss the event 08 9432 9728 and they will advise you of all necessary requirements.
Why is a road closed?
Roads may be closed for a variety of reasons, such as a street event, street party, the City of Fremantle or its contractors carrying out road works and other service providers working on infrastructure.
A road sign has been damaged, whom do I report it to?
Main Roads Western Australia are responsible for all regulatory signs such as Give Way, Stop and line markings. They can be contacted on 1800 800 009 or you can lodge the information on their website. If the sign is a City of Fremantle street name or parking sign, contact our city works team on 08 9432 9666.

My streetlight is not working.
Suburban streetlights are the responsibility of Western Power. Call Western Power free call 1800 622 008 to report faults.
