I will be doing some construction work and will need to place bins/cranes/cherrypickers/building materials/equipment/vehicles on the road reserve for a short period of time. What permits do I need?
Any short term obstruction of the road reserve (i.e bins, cranes/cherrypickers, building materials/equipment or vehicles), requires permission from the City of Fremantle by completing the obstruction application form. A traffic/pedestrian management plan from an accredited traffic consultant will need to be included with the application.

For long term hoarding of materials or equipment, safety fencing, scaffolding or gantry obstructions, you will need to complete the application hoarding form and submitted to the city. A fee of $1 per square metre per month, and a verge bond of $1600 may apply. Once works are completed, a verge bond refund and works within the road reserve form can be submitted for the refund, pending the verge/crossover is not damaged. I need to put a cherrypicker/erect scaffold/ put a skip bin on the verge/parking bay/footpath.
You will need to complete an obstruction application form for permission to obstruct the verge. If you are in the city and need to obstruct a parking bay, you will also need book and pay for hood hire through the City of Fremantle parking services. Contact our technical assistant on 08 9432 9813.
How do I apply for a road closure?
For street events and street parties – contact the City of Fremantle events coordinator to discuss the event 08 9432 9728, and they will advise you of all necessary requirements. For road works – you will need to complete an obstruction application form if you wish to close the road for a short period of time. To close a road for long periods you will need to contact the street management team on 08 9432 9953.
Why is XXX road closed?
Roads may be closed for a variety of reasons, such as a street event, street party, the City of Fremantle carrying out road works, contractors carrying out road works, and other service providers working on infrastructure.
A road sign has been damaged, whom do I report it to?
Main Roads Western Australia are responsible for all regulatory signs such as Give Way, Stop and line markings. They can be contacted on 1800 800 009 or you can lodge the information on their website . If the sign is a City of Fremantle parking sign, contact our city works team on 08 9432 9666 or our works carpenter on 0410 466 012.
Footpaths
Why is there no footpath along my street?
Where reasonably practicable on the grounds of sustainability and physical space, footpaths are to be constructed on both sides of the street. Footpaths may be omitted from one side of the street where:
- There is no development fronting that part of the street;
- Topography or vegetation precludes provision for a footpath (i.e. tree avenues, power poles);
- Vehicle speeds are low i.e less than 40 km/h;
- Future traffic volumes will be less than 300 vehicles per day and;
- Where the street does not connect or contact land uses which generates high levels of pedestrian activity.

Can you install a new path in my street?

What do I do if the footpath on my street needs repairing/maintenance?
You will need to contact the City of Fremantle to have the footpath inspected and repaired as necessary. Contact our city works team on 08 9432 9999.
When will my paving slab footpath be upgraded?
Footpaths are regularly inspected and condition rated, which is a risk and deterioration based assessment. Where the condition rating of a footpath falls between 6 and 10 on the ten point footpath condition rating scale, it will be placed on the planned replacement program.

Can I construct my own footpath?
In accordance with the Local Government Act 1995, the City of Fremantle seeks to maintain a footpath network on land under its care and control that is safe, accessible, and well maintained for community use. If you would like to make a request for the construction of a new concrete footpath, contact our technical assistant on 08 9432 9986.
My footpath is damaged, what do I do?
Contact our city works team on 08 9432 9999 and we will inspect the damage and arrange for repairs to be carried out.
How wide should a path be?
Ideally, the minimum clearance from obstructions along the footpath should be 1.2 m to ensure universal access is maintained.
Can I ride my bike on the footpath?
A rider of a bicycle who is 12 years of age or older shall not ride on a footpath that is not a shared path or a separated footpath. People over the age of 12 are not allowed to ride on a path unless it is signed as a shared path, by means of pedestrian and bicycle logos, however this is currently under review. Streetlights are the responsibility of Western Power. Call Western Power free call 1800 622 008. Some decorative or feature street lights inside the city are maintained by the City of Fremantle. Contact our technical services team on 08 9432 9952, if these lights are not working.
