Parking FAQ's

The below content contains the most frequently asked questions about residential parking in the City of Fremantle. Whilst care is taken to ensure the accuracy of the information presented here, the information is intended to provide a concise overview of the topics outlined. A course of action or the making of a decision should be taken with reference to the relevant legislation and current schedule of fees and charges and with independent advice from a qualified legal practitioner. Residential paid parking permits

What type of permits can the City of Fremantle offer?

The City has two types of residential permits.

A residential paid parking permit is a sticker affixed to the windscreen of the assigned vehicle. It displays the registration number, expiry date and the streets the permit is valid for.

A multi-purpose parking permit is a permit in form of a card that can be transferred to different vehicles such as visitors. Properties that are in a fee-paying street (ticketed area) are not eligible for multi-purpose parking permits.

Do I have to be a permanent resident of the City of Fremantle?

Yes. Parking permits are issued to permanent residents only. This can be either as a property owner or as a tenant.

Does my vehicle have to be registered at my address?

Yes. The vehicle must be registered at the applicant's address.

What if the vehicle is not in my name i.e. I use a company car?

If the vehicle is not in the applicant's name, a letter must be submitted confirming that the vehicle is being used by you. If it's a company vehicle, the letter must be on company letterhead.

What if I've just moved in?

The City understands that when you move house it can take a while to update your new details. The Department of Transport website allows you to change the address for your vehicle registration/s and driver's license. The City will accept the address sticker (that is to be attached on your driver's license) which the Department of Transport posts to the address to indicate the driver's license change of address. For a  vehicle registration change of address, confirmation must be requested via email at conact.centre@transport.wa.gov.au. Copies of the original vehicle registrations must be supplied also.

Once the application has been submitted for processing, temporary permits will be issued to the vehicles eligible for residential paid parking permits until the application is approved.

What if I'm not on the tenancy agreement?

If you are not on the lease agreement or have no formal contract with the owner/landlord then a signed letter from the person on the lease or owner/landlord must be supplied explaining that you are living at the property. This must be supplied every year on renewal.

What are the fees?

See table below for all fees relating to residential paid parking permits.

A residential paid parking permit approved in a fee-paying area is required to pay an additional fee which is calculated by using the hourly parking rate as a common denominator. How many permits am I entitled to?

A maximum of two residential and one multi-purpose parking permit are available per eligible property. This entitlement is reduced by the number of on-site parking spaces within the property. (See table below) Properties that are in a fee-paying street (ticket machine) are not eligible for multi-purpose parking permits

What if I live in a group of units?

If you live in a group of units, permits can be issued subject to approval if there are less then 9 units in the residential complex i.e. no permits will be issued to a residential complex that has more then 9 units. This restriction has been put in place to ensure the number of parking permits are in proportion the number of parking bays in the street.

Which vehicles are eligible for a parking permit?

A car and motorcycle are eligible. Permits will not be issued for caravans, motor homes, trailers and any commercial vehicle that exceeds 7.5 metres in length.

Are backpackers/lodging houses eligible?

No, only residential properties are eligible.

What documents do I need?

If your current vehicle registration certificate does not have the correct address, the Department of Transport website will allow you to change the address of your vehicle registration/s and driver's license. The City will accept the address sticker (that is to be attached to your driver's license) which the Department of Transport posts to the address to indicate the driver's license change of address. For a vehicleregistration change of address, confirmation must be requested via email at contact.centre@transport.wa.gov.au. Copies of the original vehicle registrations must be supplied also.

What if my property is not approved as a residential dwelling?

Resident parking permits are only issued to residents of eligible "residential" properties. If your property is not approved for residential use, you are not eligible to apply for a resident parking permit.

If a property or part of a property is being used for a residential purpose but is not approved for such use, the owners can apply for "change of use". Please contact development services on 08 9432 9806 or email planning@fremantle.wa.gov.au for further information.

What are my permits valid for? 

Residential and multi-purpose parking permits are valid only for the streets/parking stations nominated. Residential and multi-purpose parking permits are not valid;

  • Where parking is restricted by time to 30 minutes or less
  • No Stopping, no parking, disabled bays, fire hydrants and plugs
  • Loading zone, motorcycle bays unless the vehicle is a motorcycle
  • Footpaths, driveways, crossovers, verges unless verge parking is permitted by sign
  • Bus stops, tour coach stops and taxi stands
  • As provided in the Road Traffic Act eg. pedestrian crossing, intersections.

Can I transfer my parking permit between vehicles?

Residential paid parking permits cannot be transferred since the permit is permanently fixed to the vehicle with the vehicles details shown on the sticker.

Multi-purpose parking permits can be transferred between vehicles as the permit has not been assigned to a vehicle. The permit is a card showing the valid streets, expiry date and is usually used for visitors.

Can I get a replacement permit?

Yes. You can apply for a replacement permit if your original permit is lost, stolen, destroyed or damaged. The prescribed fee and a statuary declaration must be completed stating the permit is no longer in use. What if I've purchased a new vehicle? 

If a new vehicle has been purchased and you have a current residential paid parking permit, you can obtain a new permit. The permit from the old vehicle must be handed back to the City to ensure misuse. If the permit was not kept then a statutory declaration must be completed. What if my vehicle is too big for my parking space? 

The City understands that some older style homes in Fremantle weren't built to accommodate today's vehicles. With every application made, a site visit is conducted to ensure eligibility. If there's difficulty in the parking vehicles in the space available, a site visit can be arranged to meet you on site so the City can review the parking. Free parking permits

If I am a resident or rate payer of Fremantle am I eligible for a free parking permit?

Only residents are eligible for a free parking permit. Business and non-occupying ratepayers are not eligible.

How do I get a free parking permit?

You will need to fill in an application for residents free parking permit form.

You must provide proof of your vehicle registration number and of your residency. If the vehicle is in a company name, the company must provide a letter stating the driver has private use of the vehicle. The permits are also available to carers of non-car owning residents. Permits are valid for one year and residents must reapply when their permit expires. We do not send reminders.

How many free parking permits can I have?

Two free parking permits are available per property. You will need to fill in an application and agreement for the issue of residential and multi-purpose parking permits. Each applicant must provide proof of their vehicle registration number and of their residency.

If I have changed cars, who do I see about changing the registration on my free parking permit?

To change the vehicle registration details on your parking permit, you will need to fill in an application for replacement parking permit. You must provide proof of your new vehicle registration and of your residency, together with your old sticker (if the permit is still current). If your permit has been damaged or lost, you are required to complete a statutory declaration stating that your parking permit has been damaged or lost.

Parking services

Can I get a monthly parking permit?

Contact the Queensgate parking services team located at Henderson Street, Fremantle on 08 9432 9860 and they will advise which car parks have monthly tickets available and the costs of monthly parking.

Who do I call if a ticket parking machine is not issuing tickets?

Contact the Customer Contact Centre on 08 9432 9999 with the details of the ticket machine number, the problem, your car registration, colour and make, and the location. They will inform our technical services team and advise them of the problem.

Who do I talk to about unauthorised parking in a disabled parking bay?

Contact our parking services team on 08 9432 9811.

How can I pay my parking fine?

You can pay your parking fine in a number of ways:

  • online BPoint using MasterCard or Visa card.
  • In person by cash, cheque, credit, EFTPOS or money order at the City of Fremantle, Town Hall, 8 William St, Fremantle, Monday to Friday, 8.30 am-4.30 pm.
  • By mail to City of Fremantle, PO Box 807, Fremantle WA 6959 (cheque or money order only - made payable to the City of Fremantle and marked "Not Negotiable").

I am trying to pay my fine over the internet but it will not accept it.

Contact our parking services team on 08 9432 9811, as it may be a technical problem. Remember to ensure that your payment is not overdue and it has been three working days from the date of issue. Alternativley contact our Customer Contact Centre to arrange payment.

I do not think I deserve my parking fine. How can I appeal it?

You can appeal parking fines by filling in the parking infringement review lodgment form and sending it to the City of Fremantle, PO Box 807, Fremantle WA 6959 or by email review@fremantle.wa.gov.au.

I am working in Fremantle and need to park my car/vehicle in a timed bay all/half the day.

You can arrange hood hire, which is paying for a bay/s for half or the whole day. You will need to come into our service and information centre located at the City of Fremantle, Town Hall Centre, 8 William Street, Fremantle and fill in a form. Hood hire fees can be paid by cash, cheque, money order, EFTPOS or credit card. A hood hire permit will then be issued; this should be displayed inside the vehicle. What entitlements does an ACROD permit provide?

An ACROD parking permit allows free parking in all City of Fremantle car parks and street parking with an extra 30 minutes over the signposted time limit (except where a time limit is shown on dedicated ACROD bays). A similar benefit is also available for TPI permit holders, though that permit is not valid for use in an ACROD parking bay. Our universal access map has details of ramps and pathways.
