Background
As part of the South Beach ANI development by Stockland and the North Coogee Dune Rehabilitation project bordering the City of Fremantle and Cockburn, Council officers have identified a segment of Shared Use Path to be linked to a proposed 2.5m red asphalt path along the foreshore reserve. Technical Services propose to install approximately 96m of 2.5m Shared Use path adjacent to the southern end of the South Beach car park (See attached Drawing 312-0904-PA01.PDF) The path will ultimately provide a continuous network into the City of Cockburn and form a vital interphase between the two neighbouring Councils.
Comment
The works include the installation of a 2.5m wide Shared Use Path in red asphalt to tie into existing paths on both the Southern and northern ends, earthworks, new concrete crossover to access reserve area, (3) three additional car bays including 1 Acrod parking bay and approximately 44m of 1.5m footpath connecting the existing car park and beach track. Furthermore additional drainage in the car park is required to adequately cater for stormwater runoff.
Conclusion
Fremantle Bike Plan 2003 – 2004 Appendix 11.3 recommends improvements for off-road cycling infrastructure for North South Coastal shared use paths (South Beach to Mews Road). The connection will form part of a vital link and should be considered of high priority.

Officer's Recommendation
Council approve the Bike plan projects program to complete a new off-road Shared Use Path approximately 96m long, 2.5m wide at the Southern end of South Beach adjacent the existing Car park and associated civil works.
