Frank Mofflin was elected in October 2019 and was subsequently elected to the position of Deputy Mayor in October 2021.

With a keen interest in the economic and cultural development of Fremantle, Frank brings significant corporate experience and, prior to becoming a councillor, he worked for large resource companies for many years. This included leading company approaches to community engagement across many countries and environmental management.

With three young children Frank is actively involved in community activity, public education and continues to Chair the board of Fremantle College.

Frank is committed to furthering Fremantle's Economic Development and working to ensure that we have a vibrant, diverse, inviting town. He aims to address infrastructure improvements to ensure our parks and recreation spaces are up to scratch and wants to work to ensure our facilities meet community expectations in terms of both quality and accessibility for all community members. 

Frank loves so many things about Freo: the people, the vibrancy, the diversity, the history, the urban and natural environment. He loves that Freo is the only place where you be in an urban environment and at the end of the road you’re met with the beach. Frank has a love and appreciation for Fremantle’s vibe.
