
Local development plans (LDPs)
Local development plans, sometimes referred to as LDPs, provide design criteria for future development of particular sites. They are much smaller in scale than structure plans and therefore contain specific development criteria to supplement the Local Planning Scheme, local planning policies and the Residential Design Codes. A list of current local development plans within the City of Fremantle is provided below:
Structure plans
The City of Fremantle has 11 areas (see Schedule 6 of City of Fremantle Local Planning Scheme No. 4 (Davis Park not included in Scheme) or the City's maps). Development areas are large parcels of land zoned as 'development'.
Development areas are comprised of large parcels of land that are capable of substantial redevelopment and may have different building and land use requirements, or may currently not be zoned for use. In most cases, before a planning application in a Development area can be considered, a structure plan must be in place for the specific area in order to guide subdivision, land use and development. This is due to the fact that these areas may not have the necessary sewerage, water connections, etc. and, therefore, redevelopment of these areas needs to be coordinated with service and infrastructure delivery.
Structure planning process
Structure plans are usually proposed by the owner(s) of the land and then lodged with the City. Once received, the City advertises the structure plan to the community for public comment. At the close of the advertising period, the plan and submissions are sent to the City of Fremantle Council for consideration. Council makes a recommendation as to whether or not the structure plan should be adopted and sends the recommendation to the Western Australian Planning Commission (WAPC).
The WAPC makes the final determination on the structure plan. For a more detailed description of the Structure plan process, please see Schedule 2, clause 14 of the Planning and Development (Local Planning Schemes) Regulations 2015.

The Knutsford Street East Structure Plan was previously adopted by Council in February 2008. Council recommended to WAPC amendments to the structure plan be approved in September 2017. The Knutsford Street East Structure Plan with amendments was approved by the WAPC 10 April 2018. |

DA2 Daly and Hollis Street tip site South Fremantle landfill site |
No structure plan is proposed or adopted for this development area. The site is registered under the Contaminated Sites Act 2003 with a current classification of “contaminated – remediation required” and requirements for site monitoring and remediation preclude development in the short to medium term future. |

DA3 Fremantle chalet Village |
No structure plan is proposed or adopted for this development area. Development applications received prior to the adoption of a structure plan are to be assessed in accordance with the position paper endorsed by the City of Fremantle and the Department of Environment and Health (June 2004). Refer to the link opposite for a copy of this paper. |
NOTE: It is noted this document is not a structure plan. Furthermore, the Contaminated Sites Act is now the primary legislation guiding the management and use of contaminated sites. |
