The City of Fremantle is working hard to make South Beach a safe and pleasant experience for the community and appreciate beach-users’ patience regarding the ongoing works at South Beach.

The City will be upgrading and increasing parking at South Beach as part of this year’s Infrastructure Improvement Program.
Contractors are now progressing with the next stage of the South Beach Carpark Upgrade, which is the Central Section carpark.
The City has scheduled these works during this time to follow completion of Western Power service relocation works and to minimise the impact of works during the school holiday period. Works are scheduled to take place from 20 October 2025 to 14 November 2025, weather permitting.
Message boards will be in place to notify road users ahead of closures. Footpath and vehicle access may be restricted in and around the South Beach area, and alternative access will be provided where possible. We understand these works may cause some inconvenience, and every effort will be made to keep disruptions to a minimum.

The City will be upgrading and increasing car parking at South Beach as part of this year’s Infrastructure Improvement Program.
With a growing population and longer summers, beach usage has increased and put extra demand on the existing infrastructure.
While carpark extensions were not specified in the original place plan, they were to be reviewed and subsequently the City has listened to community feedback and decided to increase the capacity of the carparks.
This will hopefully reduce the reliance on and degradation of Wilson Park, a recreation reserve, which has been used as overflow parking during peak periods.
The works will create an additional 58 car bays (updated 31 July):
On 31 July the City revised the plans reconfiguring the parking on the eastern side, from 90-degree parking to parallel parking, to reduce the width and impact on nearby vegetation. There has also been the addition of a path from the dual use path in the northern car park, with suitable treatments to assist cyclists with slowing down as they enter the car park.

The City will still promote active transport as the preferred method of getting to the beach but acknowledges that walking or cycling is not possible for everyone.
Works are expected to be completed on 14 November 2025, weather permitting.
Footpath and vehicle access may be restricted in and around the South Beach area, and alternative access will be provided where possible. Parking within the construction area is strictly prohibited during the works and street parking adjacent to the site will also be temporarily closed.
Please keep an eye out for the message boards will in place to keep road users informed during closures.
Yes. The City will plant two new trees for every one removed as part of this project, in line with the City’s Trees on City Owned or Managed Land Council Policy.

The next phase of works will see the City upgrading the carparks at South Beach as part of this year’s Infrastructure Improvement Program.
The initial South Beach Facilities Schematic Design and associated landscape and access works were approved in principle at a Council meeting on 26 October 2022. It was also requested that the CEO to establish a Reference Group consisting of elected members, staff and targeted stakeholders including the South Beach swimmer group to progress with the detailed design and tender of the South Beach Facilities Project, with the CEO having delegated authority to approve the final design.

At its 20 December 2023 meeting Fremantle Council voted to reject the two tenders submitted to construct the new South Beach toilet and changerooms due to the submitted amounts being significantly above cost estimates and the approved budget.
The new changeroom facility was opened on 28 July 2025.
