The City of Fremantle is working hard to make South Beach a safe and pleasant experience for the community and appreciate beach-users’ patience regarding the South Beach changerooms and toilet facilities.
You’ll notice a bit of fencing has gone up around South Beach Reserve. That’s because the landscaping works for the South Beach changerooms project are about to kick off, and they will last for the next few months. There’ll be some changes for pedestrians, so please check out the maps and signs on-site.
The South Beach Café is still open for business, so make sure you stop in and grab a cuppa if you’re heading down for a swim.
We’re on the home stretch now, with the changerooms opening soon. Stay tuned for the opening date!
The initial South Beach Facilities Schematic Design and associated landscape and access works were approved in principle at a Council meeting on 26 October 2022. It was also requested that the CEO to establish a Reference Group consisting of elected members, staff and targeted stakeholders including the South Beach swimmer group to progress with the detailed design and tender of the South Beach Facilities Project, with the CEO having delegated authority to approve the final design.

At its 20 December 2023 meeting Fremantle Council voted to reject the two tenders submitted to construct the new South Beach toilet and changerooms due to the submitted amounts being significantly above cost estimates and the approved budget.
Subject to successful negotiations, works may commence in mid-2024 and finish by mid-2025.
The new changerooms will be located on the same site as the old ones and it was deemed to be a more straight-forward approach and construction project if the space was cleared first. The City expected a much smoother delivery than what has occurred.
The City’s current temporary toilets and changerooms have been limited by Health Department regulations dictating the size of these type of facilities in close proximity to the café. However, there are eight toilets including an accessibility toilet.
The City hired a compliant commercial UAT from the outset of the project and has created compliant access to the UAT. The City will be conducting maintenance works to the timber ramp that provides access to the UAT this week as the sun has warped some of the timbers.
The toilets including the UAT toilet have been the subject of vandalism over the past few weeks and the City has taken some measures to protect the toilets.
