The City of Fremantle encourages diversity and is committed to creating an accessible, inclusive and welcoming community for people of all ages and abilities.
We are committed to making continuous improvements to ensure that buildings, facilities, services, events, information and employment opportunities are available to all community members – including people with disability.
Building on the success of previous initiatives, this Plan provides new opportunities to further ensure that challenges faced by many people living, working in, or visiting the Fremantle community are acknowledged and addressed.
At a glance it proposes three focus areas:
Free hire all year round, from 7am to 3 pm: (Subject to the opening hours of the Orange Box Cafe)
An ACROD bay parking sign. An ACROD parking permit allows free parking in all City of Fremantle car parks and street parking with double the signposted time limit (except where a time limit is shown on dedicated ACROD bays).
A similar benefit is also available for Totally and Permanently Incapacitated (TPI) ex-serviceperson permit holders, though that permit is not valid for use in an ACROD parking bay.
Our universal access map has details of ramps and pathways. For visitors, official disabled parking permits issued worldwide are accepted in Fremantle.
The Walyalup Civic Centre houses a dedicated Changing Place – a secure and private facility for people with disability who need extra space and assistance to use the bathroom.
Our Changing Place has features like an adult-sized, height adjustable change table; a hoist; automatic doors; and enough room for two people to assist.
Changing Places are locked using the Master Locksmith Access Key (MLAK) key system.
Using this system will help keep the Changing Place network secure, safe and reserved for people who need them, while still allowing people with disability 24/7 access.
The Walyalup Koort Changing Place facility is on William Street opposite the Federal Hotel, with two ACROD parking bays out the front.

Carers are able to borrow an MLAK from Walyalup Civic Centre reception during open hours.
Standard accessible toilets are available within the Walyalup Civic Centre.
