Home composting rebate

Compost bins, bokashi and worm farms are a great way to reduce household waste in landfill. Turn organic waste into compost for your garden.

This rebate allows City of Fremantle residents to choose a system that suits their needs and receive a rebate of 50% on amounts up to $80.00.

Type of home compost bin Rebate amount
Outdoor compost bin 50% up to $50
Bokashi bin, bokashi kit, or pet waste system (eg. Ensopet) 50% up to $50
Worm farm or worm farm kit 50% up to $80

For example, if your compost bin cost $70 your rebate is $35, or if it is $175 your rebate is $50.

Choosing your system

Instead of choosing a specific compost bin or worm farm that residents purchase directly from the City, we let you choose what is best for your household. There are systems suitable for apartment balconies, or larger gardens. Your FOGO bin can accept organic waste that your worm farm or compost bin can’t, for example, meat products or weeds.

Applying for a rebate

Residents within the City of Fremantle are eligible for this rebate, provided no one in the household has applied for it previously. After purchasing your composting system, retain the receipt.

To apply you will need copies of:

  1. Proof of residency (eg. driver’s license, rates notice, lease agreement or current utility bill).
  2. Purchase receipt containing an ABN. Multiple receipts are acceptable for the application if required, however, only one application may be made per household.

Please note that receipt must not be more than three months old. Postage, and fees, are not eligible for this rebate.

Accessories can be included in the rebate when purchased with the worm farm, compost bin, or bokashi. Multiple systems may be included in one application, eg. two compost bins, or, a compost bin and a worm farm. The rebate will be paid at the higher amount (not for both rebate amounts).

If you have made your own worm farm, and have purchased accessories eg. worms, you may still be able to apply for this rebate. Please contact wasteed@fremantle.wa.gov.au

Rebate

If successful, your cheque rebate will be posted to you within six weeks. Please allow an additional two weeks if applying during the Christmas-New Year period.

Rebates are limited to the annual budget. The City reserves the right to end this rebate offer if this budget amount is reached. Final applications, if the budget has not been reached, are on 9 June.

Modern cloth nappy rebate

There are two options:

Receive a discounted Earthside Ecobum’s starter kit which includes 6 one-size-fits most nappies and a nappy bag.

One-on-one online or in-person consultation at a time that suits you.

 

$100, plus postage

The subsidised and discounted Nappy Starter Kit includes 6 one-size-fits-most nappies and a nappy bag, saving almost $160.

  • Who want a personalised education session
  • Who need flexibility in time
  • Who can’t leave home to attend an in-person workshop.

The City is trialling both options to offer our residents more flexibility in switching to cloth nappies.

Receive a rebate of 50%, up to $100, per household on the hire or purchase of modern cloth nappies. For example: Spend $90 and receive a $45 rebate or spend $400 and receive $100.

Attendance at a modern cloth nappy workshop is required for the successful use of cloth nappies. This can be hosted by the City (see What’s On), or by another facilitator or local government (see ticket providers like Eventbrite or Humanitix for other options).

Eligibility

  • City of Fremantle resident.
  • Have not applied for the cloth nappy rebate or subsidy previously.
  • Attend a cloth nappy workshop by the City of Fremantle, or hosted by another organisation, within 8 months of application.
  • Purchase modern cloth nappies through an Australian supplier (with an ABN) or hire cloth nappies through the Nappy Guru, within eight months of application. Retain a copy of the tax invoice. Multiple receipts are acceptable for the application if required, however, only one application may be made per household.

Application

  1. Before submitting the online application, collect the following documents:
  • Proof of residency is required (recent copy of driver’s license, rates notice, a rental agreement containing your name and address).
  • Copy of tax invoices for purchase or hire. Receipts must clearly state the business details, ABN, listed items and the total amount of purchase.
  • Proof of attendance at workshop that includes your name and workshop details, eg. snip of ticket confirmation.
  1. Submission via online e-form.
  2. An email confirmation will be sent on the outcome of your application.
  3. Successful applicants will have their rebate cheque posted within six weeks.

Types of nappies

Modern cloth nappies can be purchased through an Australian supplier (with an ABN). This includes all-in-ones, two-in-ones, swim nappies, terry/pre-fold nappies, and nappy liners, boosters, covers and inserts.

A hire option is also available from the Nappy Guru, which provides an opportunity to trial different brands, newborn options, or night nappies before committing.

Only modern cloth nappies will be considered for this rebate and can include fasteners, inserts, and covers. Accessories like wipes and wet bags, are not included. Postage costs are also not included.

Second-hand nappies are eligible for this rebate if purchased from a company that can provide a tax invoice.

A one-on-one 45-minute consultation session with Earthside EcoBums will teach you how cloth nappies work and what you will need and is available to answer all of your questions. The consultation session is available online or in-person, at a variety of times.

Once the consultation is complete, and your starter kit paid for, it will be posted to you (for a fee), or collected for free from EcoBums.

  • Have not applied for the cloth nappy rebate or subsidy previously.
  • Attend personalised consultation and pay for Nappy Starter Kit.

Application

  1. Before registering for the consultation, please have the following document ready: Proof of residency (recent copy of driver’s license, rates notice, a rental agreement containing your name and address).
  2. Register your interest for a one-on-one consultation with Earthside EcoBums here.
  3. Attend consultation.
  4. Pay $100 and postage costs (if not collecting in person) to Earthside EcoBums.
  5. Nappy Starter pack will be posted to you.

Nappy Starter Pack

Each pack includes:

  • Six limited edition One-Size-Fits-Most complete cloth nappies
  • One double pocket wet bag

Reusable sanitary rebate

Clean Up Australia says that a women can use around 5-15 thousand disposable pads and tampons in their lifetime, with around 90% of conventional pads containing plastic. These are disposed of in landfill and can take 500 years to decompose.

The City of Fremantle is helping women make the most sustainable choice by removing cost barriers on reusable sanitary items by offering a rebate of 50% back (up to $50).

 

Whilst there are sustainable options for disposable items available, the most sustainable option is reusable.

The initial cost of reusable sanitary items may be higher than disposable, however over the long‑term reusables are more budget-friendly. For example, a menstrual cup costs around $40 to purchase upfront and lasts for 10 years. The cost per use for a menstrual cup is 9 cents, compared to a single-use tampon costing 50 cents each.

What items are eligible for the rebate?

Reusable menstrual cups, pads, and underwear.

Reuse Shop Credit for Youth or 55+

Eligibility

  • Young people studying, working or living in the City of Fremantle are eligible. Please show a student card, license or the name of the company you work for.
  • Residents over 55 years of age who hold a concession card are eligible. Please present proof of residency and a concession card.

The voucher

There is no physical voucher. Simply:

  1. Choose your items from the Reuse Shop.
  2. Mention the $20 voucher to City officers, and present the required identification.
  3. The City officer will process the $20 voucher. If your items are over $20, then $20 will be taken off the total price. If your items are less than $20, no change will be given and the balance will be forfeited, it cannot be transferred to another transaction.

Inside the Fremantle Recycling Centre, 19a Montreal Street Fremantle.

Open:

  • Friday 12-4 pm
  • Saturday-Sunday 8 am-4 pm
  • Closed public holidays.

Parking is on Montreal Street across the road. Please use the pedestrian way for safe access.
