Council Representation Structure

In line with the local government reforms being introduced by the State Government the City of Fremantle implemented changes to the ward boundaries and council representation for the 2023 local government election.

The changes were adopted by Council in January 2023 and are endorsed by the Minister for Local Government and approved by the Governor of Western Australia. The Governor’s Order to finalise this process was gazetted in June 2023 (published in the Government Gazette No. 88 on 30 June 2023) The approved changes came into effect from the October 2023 Local Government Elections.

Ward Boundaries

The City has been divided into four wards with boundaries. These changes took effect at the 2023 Local Government Election.

The wards are named Central, Coastal, East and North.

Council Representation Structure

The City is transitioning to a new Council Representation structure, reducing the number of officers of councillor in two stages. For the 2023 Election, council representation was reduced from 12 to 10. For the 2025 Election it will be further reduce from 10 to eight.

  • The City’s Council was reduced to 11 Elected Members, including 10 Councillors (reduced from 12) and the Mayor.
  • Four vacancies were up for election in the new wards (for four-year term).
  • Following the election, the six Councillors (not up for election) were allocated to the closest new ward.

The election of the Mayor does not change (i.e., elected by the combined electorate of all wards). The City’s Mayor Hannah Fitzhardinge is currently serving until 2025.

Following the 21 October 2023 local government election, councillor representation is as follows:

For the first two years, as the City transitions to the new representation structure there will be three councillors representing the Coastal and East wards and two representing Central and North wards during this transition period (as shown in the table above).

  • The City’s Council will be reduced to nine Elected Members, including eight Councillors (reduced from 10) and the Mayor.
  • Two Councillors representing each of the four wards.
  • Four vacancies, one per ward, will be up for election (for four-year term)
  • This will conclude the transition process.
