The City of Fremantle Council elections are held every two years on the third Saturday in October.

2025 Ordinary Election – Key Dates

  • Friday, 22 August 2025 at 5pm – Close of applications to enrol to vote
  • Saturday, 18 October 2025 – Election Day (Fremantle Town Hall)

The election is conducted via postal voting, and we encourage you to complete your package and return it via post in the reply-paid envelope. We suggest mailing the package by Sunday 12 October to ensure it reaches the WAEC processing facility.

Missed this date? Drop your package off at the Walyalup Civic Centre during the week, or at Town Hall on 18 October 2025 (election day) before 6pm.

Following the delivery of ballot paper packages to electors, a ballot box will also be available on the ground floor of the Walyalup Civic Centre Monday to Friday 9am – 4:30pm and on election day at the Town Hall from 8am – 6pm.

Optional preferential voting is the voting system used in Local government elections. This means you have the choice to number the candidates in the order of your preference. You do not have to number all the boxes if you don’t want to.

You have the choice to:

  • vote for one candidate – by putting a 1 next to their name
  • vote for some candidates – by numbering several candidates in the order of your preference
  • vote for all candidates – in the order of your preference

If no candidate receives enough votes to equal the absolute majority on first preferences, the candidate with the least number of votes is excluded and the preferences distributed to the remaining candidates. This process is repeated until a candidate has enough votes to be elected.

Electors will receive an election package containing ballot paper(s), candidate profiles, a declaration envelope and pre-paid return envelope, approximately three weeks before the election.

To vote, complete the ballot paper(s), place them in the declaration envelope and sign the envelope. Place the signed declaration envelope in the pre-paid envelope and post the envelope in the mail. We suggest mailing the package by Sunday 12 October to ensure it reaches the WAEC processing facility. Missed this date? Yes, if you are an elector of the City of Fremantle. The next Mayoral election will be held on Saturday, 18 October 2025.

The Mayoral ballot is in addition to the ward ballot.

In accordance with section 4.55 of the Local Government Act 1995, Fedele Camarda is elected for the Central Ward unopposed.

Voters in the Central Ward will only receive a Mayoral ballot in their voting package, for the Fremantle Local Government Ordinary Election to be held on Saturday, 18 October 2025.

Approximately three weeks before election day. We anticipate voting packages to arrive from 22 September 2025.

To request a replacement package (new ballot papers), please call the City’s Election team on 1300 MY FREO (1300 693 736) or visit the Walyalup Civic Centre Monday to Friday 9am – 4:30pm.

If you have not recieved your voting package by the end of September, please apply for a replacement package.

If you are unable to receive your voting package as you won’t be at your home from or before 22 September 2025 to 18 October 2025, you are able to:

  • Request a replacement package at the City of Fremantle Customer Service Desk, at Walyalup Civic Centre Monday to Friday between 9:00am and 4:30pm. If you have not recieved your voting package by the end of September, please apply for a replacement package.
  • Request a replacement package at the City of Fremantle Town Hall between 8:00am to 6:00pm on Saturday, 18 October 2025.

If you wont be in Fremantle to receive your voting package, please call the Western Australian Electoral Commission on 13 63 06 to discuss your options.

As local government elections are not compulsory, there is no fine associated with not returning your vote.

If you are already enrolled to vote in the State and Federal elections for the area in which you live, you will be entitled to one vote.

Persons who are on the state electoral roll for an address within the City of Fremantle are automatically enrolled to vote in a City of Fremantle election. You can update your state electoral enrolment through the WA Electoral Commission website.

Non-resident property owner FAQs

People who own or occupy property within the City of Fremantle, can apply to be included on the roll as an owner or occupier, as long as they are eligible electors. A body corporate may apply to have up to two eligible electors to be included on the owner and occupier roll.

If you have recently moved to the City of Fremantle, turned 18 years of age or become and Australian citizen, you may need to check your enrolment status

Non-resident owners remain on the roll until the property is sold, or if you are a Body Corporate nominee, you may be removed if the Body Corporate wishes to change its nominees.

Non-resident occupiers remain on the roll for 2 ordinary elections plus 6 months, or until your lease expires. If you are a Body Corporate nominee, you may also be removed if the Body Corporate wishes to change its nominees.

If you own rateable property in the City of Fremantle but do not reside in that property, you may be eligible to vote, provided you are enrolled to vote in a State or Federal election.

To apply to enrol as a non-resident owner that is a sole owner or one of two co-owners of that property, complete this form: Form 2 – Enrolment Eligibility Claim – Owner or Co-Owner.

If you own your property jointly with three or more people, complete this form alongside Form 2: Form 2B – Enrolment Eligibility Claim – Nomination by Group of Owners and Occupiers.

The City will consider your claim, determine whether you are eligible and inform you of the outcome of your application in writing. You may be asked for additional information such as:

  1. proof of your ownership and/or rateability of your property
  2. proof of your enrolment in a state or federal election

Providing evidence of your claim at the time of submitting your enrolment claim form may allow for a more rapid assessment by the City.

To vote in the 2025 election you must be enrolled to vote by 22 August 2025 at 5pm, when enrolment closes.

Non-resident property occupier FAQs

If you occupy a property in the City of Fremantle, you may be eligible to vote provided you are already enrolled to vote in a State or Federal election.

From 1 January 2024, amendments to the Local Government Act 1995 and Local Government (Elections) Regulations 1997 set out new requirements an occupier must meet to be eligible to be enrolled to vote in Local Government Elections.

If you have recently moved to the City of Fremantle, turned 18 years of age or become and Australian citizen, you may need to check your enrolment status

Non-resident occupiers remain on the roll for 2 ordinary elections plus 6 months, or until your lease expires. If you are a Body Corporate nominee, you may also be removed if the Body Corporate wishes to change its nominees.

To be eligible to enrol to vote you must:

  1. provide proof that you have a right of occupation over rateable property (or part of) under a lease, tenancy agreement or other legal instrument.
  2. provide proof that you have continuously occupied rateable property under a lease or other legal instrument for at least 12 months prior to your claim and will occupy the property for at least the next three months.
  3. have quiet enjoyment (exclusive occupation) of your occupied property.
  4. provide proof that you are able to secure your occupied property from intruders.
  5. genuinely operate or intend to operate your business from that property.
  6. provide proof that you lease at least 10m2 of property (subject to a series of exclusions)
  7. provide proof that you pay the minimum amount of rent for the property ($5,000 for 100m2 or more; $50 per m2 if less than 100m2); and
  8. be enrolled to vote in a State or Federal election outside of the City of Fremantle.

Business or Body Corporate Property Owner FAQs

If your business/body corporate owns a property in the City of Fremantle, you may be eligible to nominate up to two people to vote, provided they are enrolled to vote in a State or Federal election.

Nominees that are already enrolled to vote in their relevant ward are not eligible for a second vote in the same ward. Nominees will not be accepted if they are already enrolled to vote in the same ward.

If you have recently moved to the City of Fremantle, turned 18 years of age or become and Australian citizen, you may need to check your enrolment status

You can email Elections@fremantle.wa.gov.au to check your nominees or update the contact details of your existing nominees.

We encourage you to check your nominees a few months before the close of electoral rolls, to enable us to remove any nominees and assess new claims for alternative nominees.

If the nominees are no longer eligible to be nominated (for example, they are no longer working at the business), please complete a withdrawal notice and email it through to Elections@fremantle.wa.gov.au. Alternively, the nominee may email or write a letter to the Chief Executive Officer to notify the City their request to be removed as a nominee.

Nominees by a group of owners:
A withdrawal notice must be signed by all or a majority of the people who own or occupy the rateable property, or portion of rateable property, to which the nomination relates.

Nominees of a Body Corporate:
A withdrawal notice must be signed by an officer of the body corporate. An Officer, in relation to a body corporate, is a director of the body corporate or other member of its governing body, the chief executive officer, or equivalent, of the body corporate, or the secretary, or equivalent, of the body corporate.

  2. have held occupation for 12 months prior to the election and hold occupation three months after the election
  3. have quiet enjoyment (exclusive occupation)
  4. be able to secure the property
  5. genuinely operate a business from the property
  6. pay a minimum amount of rent based on the square meterage of the property
  7. occupy a property of at least 10 square metres
