Eligible pensioners or seniors may qualify for a concession from Council rates and the Emergency Services Levy and in some circumstances, to rubbish service charges.
For the 2024-25 financial year, the pensioner rates capped amount is remaining at $750. Seniors will have their rebates capped at a maximum amount of $100.
Pensioners and seniors may be entitled to other rebates on their residential property rates. To see if you’re eligible, view the Revenue WA fact sheet.
To register for a concession, please visit the Water Corporations rates concession page.
This application will register you with the Water Corporation and the City of Fremantle via the one form. Once it is approved by the Water Corporation it will be forwarded to the City of Fremantle to process on the rates account.
Under the provisions of S6.26 of the Local Government Act 1995, some organisations may be eligible to apply for a rates exemption.
Complete the Rates Exemption Application Form and supply supporting documentation for assessment.

The application form for a rates exemption can be downloaded by clicking on the link on the bottom of this section. The completed form can be sent to the City of Fremantle along with all supporting documentation for it to be assessed. A decision will be prepared, and you will be advised of the outcome in due course.
Rates exemptions will remain in place unless certain circumstances of the exemption change or when the review period is due which is usually between 1-3 years. A review will be undertaken to determine if the exemption is to continue.
