Short term rental accommodation

As of 1 January 2025, reforms have been introduced by the State Government to centralise the registration of Short Stay Rental Accommodation (STRA). STRA’s are now required to be registered with the State Government rather than the City of Fremantle.

To register, you may be required to input a Development Approval (DA) number. If you have an existing Short Stay Accommodation registration with the City of Fremantle, you can use your SSA code provided with your original registration.

If you are proposing to convert an existing dwelling into a hosted STRA (means the property owner or host lives on the premises while guests are staying), please complete the form below and we can issue you with code that can be inputted into the DA field on the STRA Register. As a result of the State Government reforms the City’s Local Planning Scheme No. 4 has been amended. This amendment was gazetted on the 9 January 2026. From this date unhosted short-term rental accommodation (where guests have the entire dwelling to themselves, without the owner or host staying on the premises) will require development approval, except if the dwelling is:

  1. registered under the Short-Term Rental Accommodation Act 2024 Part 3; and
  2. used as unhosted short-term rental accommodation for no more than 90 nights (cumulative) in a relevant 12-month period.

Definitions:

hosted short-term rental accommodation means any of the following:

  • short-term rental accommodation where the owner or occupier, or an agent of the owner or occupier who ordinarily resides at the dwelling, resides at the same dwelling during the short-term rental arrangement;
  • short-term rental accommodation that is an ancillary dwelling where the owner or occupier, or an agent of the owner or occupier who ordinarily resides at the other dwelling on the same lot, resides at that other dwelling during the short-term rental arrangement;
  • short-term rental accommodation that is a dwelling on the same lot as an ancillary dwelling where the owner or occupier, or an agent of the owner or occupier who ordinarily resides at the dwelling, resides at the ancillary dwelling during the short-term rental arrangement.

unhosted short-term rental accommodation means short-term rental accommodation that:

  • is not hosted short-term rental accommodation; and
  • accommodates a maximum of 12 people per night.
