On 14 July 2025, the State Government announced plans to establish 34 social homes on the corner of East Street and Canning Highway.

The Department of Planning, Lands and Heritage (DPLH) is inviting residents in the City of Fremantle to provide their comments on the East Street residential apartment development proposal.

The Department’s Significant Development Assessment Unit (SDAU) has received a development application for 7 to 27 Canning Highway, East Fremantle.

The application proposes 34 residential apartments to be used as social housing in a three-storey building, with vehicle parking accessed from East Street.

The project will be delivered by Foundation Housing WA with oversight and assistance from DevelopmentWA. The development consists of the following elements:

  • 19 one-bedroom and 15 two-bedroom apartments
  • 21 car parking bays
  • Vehicle access and parking via a new crossover on East Street
  • The apartments will be managed by Community Housing Provider, Foundation Housing.

The development is valued at $20.8 million.

Following the completion of an assessment report by DPLH, the development application will be determined by the Western Australian Planning Commission.
