Project overview

Creating a greener, more connected place for sport, recreation and community. 

Hilton Park is Fremantle’s largest recreation and sporting open space. Over the coming years, it will be transformed into a modern community destination with improved sporting facilities, greener parklands and new spaces for people to gather, play and connect. 

The redevelopment is guided by the Hilton Park Precinct Masterplan, developed with extensive community input and adopted by Council in October 2024. 

The long-term vision

The Hilton Park Precinct Masterplan sets out a staged approach to renewing the precinct over the next decade, subject to future funding.

What’s happening now? 

Construction is underway on Stage One of the redevelopment, beginning with the refurbishment of the Brad Hardie Pavilion. 

Stage One will deliver new sporting facilities, improved park infrastructure and enhanced public open space in the northern section of the precinct.

Community involvement 

This project has been shaped by the community from the beginning. 

During 2023, residents, sporting clubs, local Aboriginal Elders and other stakeholders helped develop the vision for Hilton Park through workshops, online engagement, public events and interactive mapping. 

The resulting Place Plan and Masterplan were endorsed by Council and, in 2025, received a state landscape architecture award recognising the collaborative planning process. 

Funding 

Stage One of the Hilton Park Precinct Redevelopment is jointly funded by the Australian Government and the City of Fremantle.

The Australian Government is contributing $3.75 million through the Thriving Suburbs Program, with the City providing matching funding of $3.75 million.

WA Cricket has also provided a $40,000 grant to assist with the provision of cricket nets at the senior oval.

The City will continue to seek additional funding opportunities to support future stages of the redevelopment.

Hilton Park is Fremantle’s largest recreation and sporting open space. The redevelopment will transform the precinct into a more accessible, sustainable and vibrant community destination with upgraded sporting facilities, improved parklands and new places for people to gather, play and connect. 

The project is guided by the Hilton Park Precinct Masterplan, which was developed in consultation with the community and adopted by Council. 

The Hilton Park Precinct Masterplan sets out the long-term vision for the redevelopment of Hilton Park. It identifies how the precinct will be renewed over time through upgraded sporting facilities, improved community spaces, enhanced recreation opportunities and increased tree canopy and landscaping. 

The Hilton Park Precinct Masterplan was developed alongside the Hilton Park Place Plan following extensive community engagement and was adopted by Council in 2024. 

Stage One focuses on revitalising the northern section of Hilton Park and includes: 

  • refurbishment of the Brad Hardie Pavilion  
  • new senior and junior sporting ovals  
  • improved park infrastructure and accessibility  
  • increased tree planting and landscaping  
  • supporting works to prepare the site for future stages of the redevelopment.

The Hilton Park Precinct Masterplan was developed through extensive community and stakeholder engagement during 2023. 

Residents, sporting clubs, community groups and Whadjuk Nyoongar Elders shared ideas and feedback through online engagement, public events and workshops.

This input helped shape both the Place Plan and the Masterplan adopted by Council.

The redevelopment will be delivered in stages over a number of years. 

Stage One is now underway, with future stages delivered as funding becomes available. The Masterplan identifies priorities over the short, medium and longer term. 

Yes. Hilton Park will remain open throughout the redevelopment where it is safe to do so. 

Some areas will be temporarily closed while construction is underway. Temporary closures, detours and any changes to access will be communicated before works begin.

Project Updates

 

  • August 2026 | Asbestos-containing material (ACM) removal works

    Works are scheduled to commence at Hilton Park to safely remove asbestos-containing material (ACM) from the site before construction of the new junior football oval can begin.

    Temporary closures are in place around the work area, with the removal being carried out by a licensed asbestos contractor in accordance with all regulatory requirements.

 

Asbestos-containing material (ACM) has been identified within the former bike (BMX) track area at Hilton Park North. Removing the material is an important step in preparing the site for future redevelopment and will provide a safer long-term outcome for park users. 

Yes. The works will be carried out by a licensed asbestos removal contractor in accordance with all relevant health, safety and environmental regulations. 

A secure exclusion zone will be established around the work area, with fencing and signage in place to prevent public access while the works are underway. The exclusion zone will also have an air monitoring station adjacent to the works. 

Some trees need to be removed to allow contractors safe access to the asbestos-containing material. 

The trees identified for removal were already included for removal as part of the adopted Hilton Park Precinct Master Plan and associated design.

Up to 26 trees are expected to be removed. 

The final number will depend on site conditions and the exact location of the asbestos-containing material. Further investigations have reduced the number of trees affected from the original estimate.

Yes. The City has committed to planting at least 61 replacement trees as part of the Hilton Park Redevelopment. 

The redevelopment will also deliver significant new landscaping, increased tree canopy and additional native planting across the precinct. To further support local wildlife, the project includes the installation of two bird watering stations designed to provide a reliable water source for native birds.

Temporary closures will apply within the work area while the asbestos removal is underway. 

This includes: 

  • sections of the former bike (BMX) track area  
  • the 3-on-3 basketball court  
  • nearby pedestrian and bike paths, where required 
     

Temporary fencing and signage will be installed to clearly identify closed areas and any alternative access routes.

We’re planting 61 trees and native plants to enhance natural vegetation and increase tree canopy.

To further support local wildlife, the project includes the installation of two bird watering stations designed to provide a reliable water source for native birds.

Tree removal is expected to take approximately one week, followed by around two to three weeks of asbestos removal works. 

Work is currently scheduled to begin with tree removal on 12 August 2026, followed by asbestos-containing material removal from 24 August 2026. Timeframes may change depending on weather and site conditions.
