Rate exemptions

Under the provisions of S6.26 of the Local Government Act 1995, some organisations may be eligible to apply for a rates exemption.

Eligibility requirements

A few examples of organisations that may be eligible are shown below:

  • Charitable organisations
  • Religious bodies
  • Religious schools
  • Government agencies
  • Crown land
  • Other written law
  • Local Government Minister approval

What you need

To apply for a rates exemption, complete the application form and provide the required supporting documentation.

Once you’ve completed the form, submit it to the City of Fremantle with all supporting documents. We’ll assess your application and notify you of the outcome.

If your application is approved, your rates exemption will remain in place unless your circumstances change or it is due for review. Reviews are generally conducted every one to three years to confirm your eligibility.

Pensioners and Seniors

Eligible pensioners or seniors may qualify for a concession from Council rates and the Emergency Services Levy and in some circumstances, to rubbish service charges.

For the 2026-27  financial year, the pensioner rates capped amount is remaining at $750. Seniors will have their rebates capped at a maximum amount of $100.

Pensioners and seniors may be entitled to other rebates on their residential property rates. To see if you’re eligible, view the Concessions available in Western Australia.

To register for a concession, please visit the Water Corporations rates concession page.

This application will register you with the Water Corporation and the City of Fremantle via the one form. Once it is approved by the Water Corporation it will be forwarded to the City of Fremantle to process on the rates account.
