Strategies, plans, policies, FOI, and local laws

The City of Fremantle Strategic Community Plan 2024-2034 is the City’s most significant guiding document and establishes the community’s long-term aspirations and vision for Fremantle’s future.

The Plan will drive the City’s planning, budgeting, resource allocation and service delivery over the next decade. It was developed following the City’s largest-ever community engagement program, called Let’s Talk, Freo!, conducted in 2023 and adopted by Fremantle Council in 2024.

The plan envisages Fremantle as: 
  • A liveable city that is vibrant, socially connected and desirable
  • A thriving city with a prosperous and innovative economy
  • A creative city that is inspiring, diverse and dares to be different
  • A resilient city that plans for the future and is empowered to take action
  • An inclusive city that welcomes, celebrates and cares for all people, cultures and abilities

The plan is subject to periodic reviews to ensure that it stays current.

Delivery of the Strategic Community Plan is achieved through a range of subsidiary strategies, plans, policies and activities. Key strategies include a lot of great ideas. However, they can’t all be funded at once.

Prioritisation, funding and delivery of projects and activities are determined through the Corporate Plan and Annual Budget. The Corporate Plan outlines the City’s four year priorities and planned activities, matched to resources available. These documents are underpinned by the long term financial plan. All of these ‘delivery’ documents are subject to annual review.

The Strategic Community Plan and Corporate Plan collectively comprise the Plan for the Future required under Section 5.56 of the Local Government Act 1995.

Progress on the strategic planning framework is monitored through the Annual Report, and reporting on specific strategies, action plans and the budget.

Individual operational decisions made by the City reference these plans and the policies and local laws adopted by council.

Local Law Review:

Section 3.16 the Local Government Act 1995 requires that all local laws must be reviewed within a 15-year period after their commencement to determine if they should remain unchanged, be repealed, or amended. The 15-year period is taken to be from either when the local law commenced or when the last review of the local law was completed.

As part of the Local Government reforms and implementation of the Local Government Amendment Act 2024, the City of Fremantle is now required to review all local laws within a two-year period, prior to 7 December 2026, unless a review occurred within the last 8 years.

At the Ordinary Meeting of Council on 12 March 2025, Council approved to review the City of Fremantle’s local laws by a suitable timeframe. This timeframe takes into consideration changes to principle legislation and other matters which will influence any recommended changes to the local laws.

Public Notice – Thursday, 20 March 2025
In accordance with section 3.16 of the Local Government Act 1995, the City of Fremantle gives public notice that:

  1. A review of all local laws will be undertaken in accordance with the approved schedule (above).
  2. The following local laws remain unchanged:
    a. Parking Local Law 2021; and
    b. Prevention and Abatement of Sand Drift Local Law 2002.Copies of the abovementioned unchanged local laws are available to view below and in hard copy at the Walyalup Civic Centre.
